WRM III continues 10+ year legacy of providing materiel to U.S. deployed forces in conflict zones

VIC on the Ready LineThe U.S. Air Forces Central (USAFCENT) awarded us the War Reserve Materiel (WRM) III contract in February 2017 after ten successful years performing on WRM II and the majority of all munitions used in Iraq, Syria, or Afghanistan is first touched by our staff. For the current WRM III award, we primarily provide storage, maintenance, outload, reconstitution, exercise, and contingency logistics support for eight OCONUS locations across the Middle East. We also maintain, repair, and perform minor construction for Government facilities and property that is pre-positioned at one of the eight locations. Pre-positioned tasks include maintaining, repairing, storing, and shipping items such as base expeditionary sets, vehicles, fuel-related equipment, generators, medical materiels, munitions, and aerospace ground equipment.

°µÍø³Ô¹Ï, through its legacy company DynCorp International, successfully performed on the previous contract, WRM II, for ten years before the WRM III IDIQ was awarded.

Program Highlights:

  • The majority of all munitions used in Iraq, Syria, or Afghanistan is first touched by our staff on the WRM III contract
  • Maintains 128 WRM III SOPs and 221 Work Instructions over the last 11 years
  • Exceeds 90% readiness (97% average as of October 2020), 95% inventory accuracy rates, and 93.75% vehicle in-commission rate despite COVID lockdown
  • Achieved 100% on-time required delivery of all WRM tasks in FY20 over 50% of which occurred during lockdown conditions created by the pandemic
  • Led the conversion to Theater Integrated Combat Munitions System (TICMS) and completed the land swap on Al Udeid Air Base between Defense Logistics Agency (DLA) and AFCENT on schedule and at no additional cost without impacting the mission. Our timely exchange used existing resources and allowed DLA’s Regional Center to start operations on schedule.
  • Over $5.7M de-obligated and over $4.5M in cost savings/avoidance in FY20 due to effective cost controls

On the Executive Airlift (EA) Maintenance Services contract, °µÍø³Ô¹Ï provides fixed wing aircraft maintenance activities and back shop support on all assigned commercial-derivative aircraft of the 89 Airlift Wing (AW), located at Joint Base Andrews (JBA), Maryland. °µÍø³Ô¹Ï ensures the safe and timely transportation of 89 AW customers worldwide which include the President of the United States, the Vice President, Cabinet officials, members of congress, combatant commanders and other senior military, civilian, and foreign leaders. This is a 24-hour a day, 7-day a week (24/7), no fail, high expectation, global mission. The 89 AW, as well as their customers, count on these services to provide world-class airlift services.

We deliver a team of highly mission qualified maintenance personnel capable of executing unequaled worldwide EA maintenance support that is safe, reliable, comfortable, connected and protected from mission tasking to mission return. This includes all equipment, tools, and vehicles, not government provided, to meet the EA mission requirements. Additionally, we support limited (specialist) on-equipment and off-equipment (back shop) aircraft maintenance support for the Presidential Airlift Group (PAG) and the 316 WG assigned aircraft (Helicopter Fleet).

°µÍø³Ô¹Ï Maintains Helicopter Transport for our Nation’s Leaders

The Joint Base Andrews Naval Air Facility Washington (JBA-NAFW) Helicopter Maintenance program is a world-class helicopter maintenance service requirement that supports the mission of the 316th Wing. The 316th Operations Group provides continuous rotary-wing contingency response capability to the National Capital Region (NCR) while simultaneously supporting regional and global customers with critical airfield infrastructure and aviation services. The group consists of two squadrons of highly skilled, experienced, and motivated aircrew and support personnel.

The 1st Helicopter Squadron executes the Air Force District of Washington’s only flying mission and conducts distinguished visitor airlift missions. The 1st Helicopter Squadron (1 HS) is the Air Force’s largest operational helicopter squadron. The 1 HS operates 22 UH-1N Iroquois “Huey” aircraft and provides contingency response in the NCR. We provide O-, I, and limited D-level maintenance. This high-profile mission demands 24/7/365 fleet readiness for alert aircraft. The squadron traces its helicopter heritage back to 1955, serving as the first Air Force rotary-wing squadron within the Washington, D.C. area. The unit’s primary mission is to maintain the capability to provide defense support to civilian authorities in the event of a disaster.

The 316th Operations Support Squadron supports the no-fail contingency airlift mission and provides aviation related services to joint customers and aircrew world-wide. The 316 Wing, as well as their customers, count on these services to provide world-class transportation services. We are also responsible for establishing a partnership/teamwork approach with the contracting Officer, 316th Operations Group Functional Commander, Contracting Officer Representatives, operations personnel, and other applicable contractors.

  • Our maintenance team rapidly adjusted to the COVID-19 environment with zero impact to operations that enabled the 1st helicopter Squadron to maintain immediate alert response posture in support of multiple USNORTHCOM tasked missions

°µÍø³Ô¹Ï Provides Aerospace Surveillance and Control Services in Southwest Asia

°µÍø³Ô¹Ï provides mission essential support to allow U.S. and allied nation leaders the ability to implement command and control (C2) activities of their forces while also ensuring operations and maintenance (O&M) services are met with the highest standards needed to ensure mission success. These services are provided at bases and airfields located within the United States Central Command’s (USCENTCOM) 20-nation Area of Responsibility (AOR) in Southwest Asia and bordering Areas of Interest.

°µÍø³Ô¹Ï, under its legacy company DynCorp International, supports USAFCENT Operational requirements for air traffic control operations, airfield management, air-to-ground communications O&M, surveillance and precision radar systems O&M, voice communications systems O&M, aviation C2, navigational aids (NAVAIDS), and aviation weather observing and sensing system O&M. Current service locations include Afghanistan, Bahrain, Iraq, Jordan, Kuwait, Qatar, United Arab Emirates, Saudi Arabia, Langley AFB in VA, Shaw AFB in SC, and additional locations as needed to support AFCENT mission requirements.

UASOCS: Providing the backbone Unmanned Systems Rely On

°µÍø³Ô¹Ï provides support for the operations and maintenance of equipment and designs, developing systems that support combat air patrols managed by Air Combat Command. Our team supports the Persistent Attack and Reconnaissance Operations Center, Network Operations Center, current and future Squadron Operation Centers, Relay Remote Split Operations Facilities, Video Distribution Hubs, and Remotely Piloted Aircraft Satellite Communications Relay Site terminals and equipment. Our logistics management team also ensures the accountability of over 10,000 items of government-furnished equipment.

UASOCS also employs a team of cybersecurity specialists who ensure information assurance for all systems and networks, completing the required risk management framework packages to receive authority to operate or connect. Physical and personnel security functions are accomplished by our security specialists with our Contract Program Security Officer supporting the government’s Special Security Offices. Finally, UASOCS engineers provide tier 3 support to our team of technicians and offer innovative solutions for our customers.

  • Supported 22,000+ combat sorties totaling 380,000+ flying hours
  • >99.998% availability rate for command and control of UAS, networks and mission-specific systems, delivery of full-motion video to DISA point of presence within five seconds or less

Range Support Contracts – CTTR, J-Tech II, RSS II

°µÍø³Ô¹Ï is the largest range support services provider in the world. This footprint includes some of the largest and most comprehensive contracts for the US Navy and the US Air Force.

We currently operate the Combined Tactical Training Ranges (CTTR) contract, and provide technical Engineering, Operations, Maintenance and Program management service for 11 US Navy/Marine Corps training ranges. CTTR supports air, land and sea training exercises for small- to large-unit events. Operations include Live Virtual Constructive (LVC) capabilities.

°Õ³ó±ðÌýJ-Tech II contract provides engineering and technical services to support research, development, test and evaluation, training missions, and related support activities for the 412th Test Wing Edwards, Nevada Test and Training Range (NTTR), Utah Test and Training Range, and China Lake Ranges. We provide expert technical knowledge of flight and ground test and training systems, equipment and facilities to support pre-mission, mission and post-mission requirements in areas including Telemetry Systems, Telecommunication Systems, Signal Collect/Monitoring Analysis, Threat Systems, Computer Systems, Instrumentation Systems, Mission Control/Coordination, Data Analysis/Reports, Time-Space Position Information (TSPI)/Scoring Systems, Test/Training Management, and Sustainment Engineering.

We also deliver Range Support Services via RSS II to the NTTR, Leach Lake Tactical Range, and Creech Air Force Base. We provide critical operational mission support as well as target maintenance for testing, tactics development, advanced training, and remotely piloted aircraft combat operations.

°µÍø³Ô¹Ï is teamed and supports the Eglin Operations and Maintenance Services contract providing advanced test support and data collection for open air ranges over the Gulf of Mexico, several ground test facilities, and overland ranges.

Finally, °µÍø³Ô¹Ï is teamed and supports the Joint Pacific Alaska Range Complex which integrates all domains for advanced training opportunities.

°µÍø³Ô¹Ï’s Rotary Wing Flight Training organization provides education and training for initial-entry pilots from the Army, Air Force, and allied nations who are learning to fly rotary-wing aircraft, as well as for experienced military pilots earning their designation as instrument flight examiners. In order to deliver this no-fail mission, °µÍø³Ô¹Ï’s exceptionally skilled team of more than 300 instructors provides classroom academic instruction and hands-on flight instruction in three separate aircraft types, full-motion aircraft simulators, and cutting-edge virtual reality technology. Delivering flight training during the day, at night, and in instrument and night-vision goggle conditions, °µÍø³Ô¹Ï’s flight instructors teach all aspects of airmanship, from basic flight handling skills to advanced navigation and tactical skills. With more than 2.7 million flight hours collectively, and an unmatched safety record – several of our instructors have been recognized by the FAA for 50 years of accident-free flying – °µÍø³Ô¹Ï’s experienced staff remains intimately involved in the continual evolution of the flight training program in support of Fort Rucker, and absolutely integral to developing future generations of military aviators.

RPA O&M – Keeping the Unmanned Aerial System Fleet Flying

°µÍø³Ô¹Ï directly supports Air Combat Command (ACC) by providing high-level MQ-9 Reaper and RQ-4 Global Hawk organizational-level (O-Level) maintenance and provides MQ-9 Launch and Recovery Element (LRE) pilots and sensor operator aircrew to support tasked locations worldwide. Specifically, °µÍø³Ô¹Ï experts deliver operations support; aircraft maintenance management, including Comprehensive Engine Management System (CEMS) support; AGE and GSE maintenance; supply support; C4ISR systems O&M support; quality assurance and quality control; and ancillary support programs. We support the Air Tasking Order (ATO) requirements at CONUS and OCONUS locations. This contract reinforces our continued ability to handle high-hazard and high-consequence materiel as we provide storage, inventory, control, build-up, and flight line delivery of munitions.

  • Generated 100% ATO requirements for 2,500+ sorties in a six-month period
  • Generated 100% ATO requirements across 11 CONUS sites for more than a year
  • First-ever non-OEM support to Global Hawk at two key OCONUS sites
