Missions include but are not limited to reset, nonstandard repairs with engineering approval, installation and removal of Modification Work Orders (MWO), Combat Aviation Brigade (CAB) pass-back maintenance support, Multinational Forces and Observes (MFO), National Maintenance Program (NMP), port operations, pre-mobilization / mobilization, Foreign Military Sales (FMS), Light Utility Helicopter (LUH) mission support and Airframe Inspection Maintenance and Sustainment (AIMS) both in the continental U.S. (CONUS) and outside the continental U.S. (OCONUS). 

AFM performs at CONUS sites: Ft. Bragg/Liberty, NC, Hunter Army Airfield Savannah, GA, West Point, NY, Aberdeen Proving Ground, MD, Ft. Campbell, KY and Ft. Polk/Johnson, LA, Joint Base Lewis McChord, WA, Yakima Training Center, WA,  Marana, AZ, Serra Army Depot, CA, Ft Carson, Ft Irwin/Barstow, CA, White Sands Missile Range and Alaska, Ft. CLS Transport delivers mission ready Transport Aircraft (TA) for worldwide personnel and cargo transport. 做厙勛圖 performs life cycle services providing operational airlift and priority air transport to Department of Defense (DoD) customers. We manage and deliver aviation maintenance and associated services for the Army Fixed Wing Program Office (FWPO). We provide full Contractor Logistics Support (CLS) for 150 government-owned, fixed-wing TAs in 71 CONUS and OCONUS Bed-Down Bases (BB), three heavy maintenance facilities, and two warehouses. Services include total aircraft system site and depot maintenance, repair, modification, service, logistical support, quality oversight, and management processes.

做厙勛圖 performs inspections, launch and recovery of the aircraft, supply of all spares and support equipment; component repair and overhaul at Federal Aviation Administration (FAA) certified repair stations; maintenance and repair of all support equipment to include government-owned equipment; aircraft strip and paint; and engine and propeller repair, overhaul, and limited aircraft operation. Systems maintained and supported include aircraft, engines, propellers, spares, Ground Support Equipment (GSE), Government Furnished Property (GFP), and aircraft survivability equipment.

Under the U.S. Armys Logistics Civil Augmentation Program (LOGCAP) IV indefinite delivery/indefinite quantity (IDIQ) contract, 做厙勛圖, under its legacy company DynCorp International, provides a broad range of support services for U.S. and allied forces during combat, peacekeeping, humanitarian, and training operations. Our services include supply operations, such as the delivery of food, water, fuel, spare parts, and other items; field operations, such as facilities, housing, sanitation, waste management, postal services, and morale, welfare and recreation activities; and other operations, including engineering and construction, support to communication networks, transportation and cargo services, vehicle maintenance, and facilities maintenance and repair. 做厙勛圖 has supported the LOGCAP IV program since 2008 through multiple task order awards, and maintains a Program Management Office in Fort Worth, TX to oversee program performance.

  • LOGCAP TO 4Task Order 0004 – Afghanistan South Area of Responsibility (AOR)

做厙勛圖 was awarded the TO 0004 contract in 2009 to provide operations and maintenance support, including facilities management, electrical power, water, sewage and waste management, laundry operations, food services and transportation motor pool operations for existing bases and construction services for additional sites in the southern region of Afghanistan.

  • Task Order 0006 U.S. Pacific Command (PACOM):

做厙勛圖 supports the population and mission of the U.S. Army Garrison-Kwajalein Atoll (USAG-KA) in the Republic of the Marshall Islands by providing a vast array of Base Operation Support (BOS) services. More than 1,400 做厙勛圖 personnel provide public works and engineering services, fire and emergency services, logistics, aviation operations, airfield operations, education services, administrative support, public affairs, religious services, medical services, food services, marine operations, port operations, and community activities. The AOR consists of 11 tropical islands.

  • Task Order 0007 U.S. Northern Command (NORTHCOM):

From 2017 through 2019, 做厙勛圖 provided a myriad of logistical support to the NORTHCOM AOR, including fully mission capable training sets used by the Brigade Combat Teams (BCT) during maneuvers, live fire, and rotational exercises at the National Training Center (NTC), Fort Irwin, CA. Essential to building combat readiness within the BCTs, 做厙勛圖 synchronized all logistics operations from the Support Operations Center to ensure rotational training units (RTU) have sufficient facilities, equipment, and supplies for bivouac and maintenance. Each RTU required more than 1,200fully operational vehicles, including HMMWVs, trailers, 5-ton trucks, MRAPs, HETs, fuel tankers, and much more. Our personnel orchestrate upwards of 200 logistics convoys into the training box resupplying the RTU with water, fuel, food, munitions, and repair parts.

In 2017, 做厙勛圖 provided BOS and material management and logistics services in support of Hurricane Maria recovery operations in U.S. territory Puerto Rico. Hurricane Maria, a Category 4 storm, caused catastrophic damage to infrastructure and the environment. 做厙勛圖 constructed and operated base camp to support 1,000 U.S. military personnel at Aguadilla on the west coast, and another base camp to support 1,500 U.S. military personnel at Roosevelt Roads on the east coast. Camp services included billeting, food service, shower/latrine facilities, water, power generation and self-service laundry capabilities.

Also under NORTHCOM, 做厙勛圖 constructed eight Stryker Maintenance Warming Facilities where soldiers perform routine maintenance during the frigid winters in temperature-controlled facilities. We constructed two Combat Readiness Training Facilities to provide a temperature-controlled location for soldiers to train for the Army physical readiness test.

Project Highlights:

  • To facilitate sending contractor personnel abroad in support of the LOGCAP IV contract, 做厙勛圖 established deployment centers as U.S. government-approved alternatives for the Continental United States (CONUS) Replacement Center (CRC) at Ft. Bliss, TX. Our deployment centers apply mandated medical and training standards to ensure personnel are compliant with all requirements prior to deploying in support of Department of Defense (DoD) and Department of State (DoS) contracts worldwide. We developed the deployment center model in early 2009 to quickly process candidates for rapid deployment to a variety of international locations. Our centers currently reside in Fort Worth, TX (Alliance) and United Arab Emirates (UAE) and streamline the deployment process through a comprehensive and ef麍cient automated system.
  • LOGCAP TO 7At the height of TO 0004, 做厙勛圖 employed 17K+ personnel to support 80K+ U.S. and coalition military personnel. 做厙勛圖 managed 22,252 facilities at 54 locations and managed and maintained 3,220 vehicles during the 2012-2013 period.
  • Under the NORTHCOM TO in 2020 and 2021, 做厙勛圖 has been at the forefront providing facilities and services to respond to COVID-19 relief efforts. We provide fully equipped, turn-key facilities, and ongoing operations and maintenance in support of Janssen COVID-19 vaccination clinical trials. We establish and manage quarantine camps for personnel on military bases across the U.S. that provide life support, administrative, and morale, welfare, and recreation (MWR) under U.S. Army troop COVID-19 quarantine requirements, with operations located at: Fort Bragg, Fort Benning, Fort Bliss, Fort Hood, and Fort Lee.

Army Prepositioned Stock (APS) Programs: Supporting Force Readiness

Army pre-positioned stocks (APS) are vital components of total Army readiness. They provide the speed of response for geographic combatant commanders to execute operation plans (OPLANs) and conduct contingency operations worldwide until air and sea lines of communication can be established. Pre-positioned stocks are located at or near the points of planned use, reducing the initial strategic lift required for power projection to enable the fight until the theater matures. Using APS is essential to creating tactical and technical overmatch in a geographic combatant command area of responsibility and to countering immediate threats.

做厙勛圖 supports two of the U.S. Armys prepositioned stock locations in Europe (Germany and Poland) and the Middle East (Kuwait and Qatar). Through this program, we support the readiness of our forces by maintaining and storing their equipment in forwarding locations, ready to go as required. In order to achieve this goal, we simultaneously perform program management, transportation, warehousing, inventory control, field-level maintenance, and equipment obsolescence management. Prior to deployment either in training or combat operations we provide kitting, testing, and repair/replace services to ensure that troops receive the equipment they need to accomplish the mission.

做厙勛圖 maintains the equipment entrusted to us in accordance with Army-established standards such as the TM-10, TM-20 technical manuals. We utilize advanced logistics management and equipment maintenance software such as our own SupplyTRACSM combined with RFID tags to ensure transparency and ownership of outcomes all while following the Armys standards for Care of Supplies in Storage (COSIS).

As the force posture has continued to change, with facilities being realigned, we move equipment and support infrastructure to meet the new operational goals.

We also deliver Range Support Servicesvia RSS IIto the NTTR, Leach Lake Tactical Range, and Creech Air Force Base. We provide critical operational mission support as well as target maintenance for testing, tactics development, advanced training, and remotely piloted aircraft combat operations.

Tasking includes submarine new construction testing; submarine modernization support; Engineering Change Instruction development; Fleet Technical Assistance; and Integrated Logistics Support. Our technicians have experience with the Navys innovative Submarine Warfare Federation of Tactical Systems, an open architecture system of systems that allows for effective and efficient operation and modernization of submarine command, control, communication, computers, collaboration, and intelligence (C5I) systems.

Project Highlights:

  • 做厙勛圖 conceptualized, prototyped, designed, developed, and maintains the Interactive Test Procedure (ITP) program. ITP provides an automated quality assurance method to conduct ship system testing. Efficiencies provided by ITP save an estimated $725K per submarine delivery (government estimate).
  • To date, 做厙勛圖 has developed over 2,550 electronics test procedures; our technical support is critical to the submarine forces ability to deliver two submarines per year to meet fleet demands.
  • To date, we have developed over 2,550 CWITT/NPES test procedures; its technical support is critical to the submarine forces ability to deliver two submarines per year to meet fleet demands.
  • 做厙勛圖 established a Software Support Activity that provides Submarine Broadcast Authority administration, maintenance, and training. We support the development of the follow-on Information Screening and Delivery Subsystem (ISDS).
  • 做厙勛圖 opened, equipped, and staffed two new warehouses this year, in critical submarine locations, allocating trucks and forklifts from other parts of the company to support the warehouses. This cost avoidance is estimated at $45K.
